TikTok’s Creator Rewards Program requires you to be at least 18, with 10,000 followers and 100,000 views in the last 30 days. It’s also only available in some countries: the United States, the United Kingdom, Germany, Japan, South Korea, France, Mexico and Brazil. Check whether yours is on the list; if it isn’t, reaching 10,000 followers won’t open the programme to you, bought or not. And where it is available, bought followers and views count as fake engagement under TikTok’s rules, so they are not a way to qualify.
Where a starting number does make sense is with what comes from outside TikTok: brands that look at your profile before offering you a collaboration, or customers who find your business through a video.
TikTok’s rules
TikTok’s Community Guidelines prohibit fake engagement, and buying followers, likes or views falls into that category. TikTok removes what it detects, so part of what you buy may disappear, and the account bears the risk. The sensible approach is to buy in proportion to what you already have, not to repeat large orders on every video, and to keep posting.

Will buying views get my video onto For You?
Not directly. TikTok recommends a video based on how the people who see it react: whether they watch to the end, share it or comment. Bought views raise the counter and help the first impression, but they don't replace that.
